Although 20 stories, the project is equivalent to a 40 story high-rise, complete with tenant fit-up. This is due to the 20' typical floor height used to accommodate the courtrooms. The Ceremonial Courtroom is at the top level, with administrative offices and hearing rooms located on floors 2 through 6.
